Captain Blaise MacNeill / Lead Trainer - Comprehensive Stability and Ballast Control Operator.

 

BA / Economics and Certified Master Mariner, having worked for thirty years in the marine industry in a variety of capacities, primarily in the oil and gas sector where he served as Master on drill ships, semi-submersibles, AHTS and seismic vessels worldwide. Additionally, a licensed college Instructor, taught for five years at the Nova Scotia Nautical Institute, Canada, delivering ship’s stability, navigation, meteorology, GED mathematics and practical seamanship.

David Buck, LCDR, RAN (ret’d) / Lead Trainer (Global) - OIMCE, MEMIR, EMT/Onshore Support Team - David completed 37 years in the Royal Australian Navy, his final position in the RAN was as Executive Director of the SHIPSAFE Board and in this position he was responsible for all aspects of safety and emergency management for the surface fleet of the RAN. He retired in 2004 with the rank of LCDR, having had postings to all classes of surface ship; the USA on exchange for 2 years; and representational posting to the Australian Embassy Thailand for 3 years.

David is an advanced Thai linguist and has been delivering OIMCE and MEMIR training to the OPITO standard since 2008. He was lead trainer for MSTS in Malaysia for 5 years, and CEO and lead trainer for Crisis and Emergency Management Solutions Thailand Co. Ltd. (CEMCT).

Using a portable simulator, he has been able to deliver training all over the world, most recently in Vietnam for MODEC. Other countries include Malaysia, Thailand, Kazakhstan, Azerbaijan, Russia and Myanmar.

INTRODUCTION

The OIMCE is a Practical Assessment Program

Attendees must provide the necessary documentary evidence (which will be advised prior to attendance) to prove they meet the pre-requisites and are deemed to be at the appropriate level of core essential knowledge and exposure to the position in which they are being Assessed, prior to undertaking the Practical Assessments. The Practical Assessments expose the OIM to a controlled, stressful, simulated emergency environment where they are required to meet various performance criteria under the following

  • Manage Individual & Team Performance

  • Deal with Stress in Self & Others

    • Hardware (Installation layout & Systems etc.)

The program is bespoke where possible to synchronize what industry best standards are and how the company works within the guidelines of the industry and legislative requirements. Company ERP’s should be utilized during the training. This training is delivered in a holistic manner, and consists of interactive theory sessions followed by practical role play scenarios with post mortem debrief sessions tabling strengths & weaknesses. A comprehensive written report will be provided within seven days of course completion with any observations and comments on possible areas for improvement.
